  1. Tax policy and tax rates

Since the early 1990s, Poland's tax system has been gradually revised with the intention of encouraging foreign investment in Poland and creating more jobs. The reform of the tax system was carried out during Poland's compliance with and harmonization of its legal provisions with EU law.

Poland's tax system consists of 12 taxes as follows:

  • 9 direct taxes
    • Corporate Income Tax (CIT)
    • Personal Income Tax (PIT)
    • Taxes on civil transactions
    • Property taxes
    • Taxes on vehicles
    • Taxes on inheritance, giving, donating
    • Forest tax
    • Taxes on animals (dogs).
  • 3 indirect taxes
    • Taxes on goods and services (VAT)
    • Excise tax on certain items produced, sold or used domestically (excise tax)
    • Taxes on games.

The main type of fee in Poland is the fee for documents, stamp duty.

All companies that intend to have a commercial presence in Poland or carry out business activities in the country are issued tax identification numbers by the local tax authorities. To calculate tax, all tax payers must have their own tax account or personal tax account. The tax system in Poland is unified throughout the territory and there are only a few minor differences between localities. Typically, foreign companies and individuals pay a prescribed tax rate equal to that of Polish citizens or legal entities. Business entities that are subjected to tax treaties to which Poland is a signatory (such as double taxation avoidance agreement) may enjoy tax exemptions or incentives.

The majority of goods imported into Poland are subject to a tax rate of 30%, the tax rate is over 300% on alcohol items and 100% on some other luxury items.

2. Special economic zones

A Special Economic Zone (SEZ) is an area dedicated to production or distribution activities under preferential conditions. The purpose of SEZs is to support regional development. SEZs were established to:

  • Promote the economic growth of regions in Poland;
  • Promote the development and use of modern technological solutions in the Polish economy;
  • Enhance the competitiveness of goods and services;
  • Seek efficient and productive use of post-industrial assets and infrastructure;
  • Encourage the creation of new jobs.
