As the focal agency to receive and coordinate technical support for the implementation of FTA Agreements, including EVFTA, in recent times, the Ministry of Industry and Trade has made great efforts in coordinating with ministries, branches and localities. businesses seek solutions to improve competition and develop human resources.

Based on the situation of implementing support activities and improving competitiveness, developing policies and mechanisms to support businesses in fields and regions within the scope of management, the Ministry of Industry and Trade proposes the following measures: The group of solutions to improve competitiveness and develop human resources to effectively take advantage of EVFTA is as follows:

Firstly, it is necessary to develop support programs and improve competitiveness for industries and businesses, especially small and medium enterprises; Support Vietnamese businesses to participate in production networks, value chains, and regional and global supply chains.

Accordingly, on the Ministry and industry side: based on the report, 32 support programs have been implemented to improve competitiveness for industries and businesses, specifically the Ministry of Planning and Investment (13). , State Bank (8), Ministry of Agriculture and Rural Development (5), Ministry of Transport (3) and Ministry of Finance (2). Notably, the Ministry of Planning and Investment has developed and submitted to the Prime Minister to issue Decision No. 167 dated February 8, 2022 approving the Program to support private sector enterprises with sustainable business. period 2022-2025...

As for the provinces and cities, based on the report, provinces and cities have implemented 209 support programs to improve competitiveness for industries, goods and businesses. Notably, programs such as financial support with market stabilization programs, loan programs for businesses in export processing zones and industrial parks (HCMC), support for ecosystem building starting a business (Quang Ngai), building a chicken meat export supply chain to Japan (Dong Nai), building a production and consumption chain (Lang Son, Quang Nam), building and implementing a development plan Developing e-commerce to support businesses in promoting trade and online investment (Binh Duong, Da Nang, Ho Chi Minh City), strengthening the widespread organization of fair activities introducing Vietnamese goods (Dong Nai, Hanoi, Long An, Phu Tho), promoting the program to connect businesses and banks to prioritize capital for small and medium-sized enterprises (Hai Duong, Hai Phong), encouraging participation in product supply chains Safe (Can Tho).

Second, promote vocational training and link training with businesses; application of science and technology in production and business. Accordingly, it is necessary to strengthen the training of skilled human resources, especially high-quality human resources in the direction of application, practice, and internship; ensuring to meet the needs of skilled human resources for the labor market, especially the needs of foreign-invested enterprises and key economic regions. Promote cooperation with businesses in vocational education, enhance vocational training activities for workers in small and medium-sized enterprises. Fifth, strengthen the application of science and technology, deploy measures to improve and enhance labor productivity and manufacturing industries. Notably, Ho Chi Minh City implements programs to support small and medium-sized enterprises through programs that directly support management tools and improve productivity; Thai Nguyen provides funding to support businesses in the province to preside over and carry out scientific research tasks with positive results such as the model of raising pearls for pearls and planting Bo Chinh ginseng. Phu Yen supports textile and garment enterprises with advanced machinery; Ninh Binh supports businesses to standardize OCOP products, promote research and technology transfer to farmers, Ha Tinh deploys businesses to support small and medium-sized enterprises in technological innovation and business incubation. science and technology industry, building standards and quality regulations for products and goods.

Sixth, strengthen measures and mechanisms to encourage and orient foreign-invested enterprises to connect with domestic enterprises, contributing to the formation of supply chains. Specifically, Ho Chi Minh City implemented a number of connection activities between businesses in the city and foreign businesses. Ba Ria Vung Tau introduced the connection between the Business Association in the province and Western Australian businesses. Hanoi organizes connections between Vietnamese businesses and Italian businesses.
